Often enough. How about 944 hits on Google?

The more interesting evolution is "Joe Luser" (204 Google hits), a more
backoffice term than "Joe User". Where you see "Joe User" on an AOL help
page, AOL techies may refer to a more clueless complainant as "Joe Luser".

Both terms seem to appear most frequently in documentation.
