"Photo Illustration"

    Does everyone (anyone?) know what "photo illustration" means?  Aren't all
photos illustrations?
    The cover photo in Friday's NEW YORK DAILY NEWS was President Bill
Clinton shaking hands with Yassir Arafat.  Underneath, in small print, was
"photo illustration."
    See http://webopedia.internet.com.  "Photo illustration" is "a type of
computer art...the artist can then apply a variety of special effects to
transform the photo into a work of art."
    So was the New York Daily News stating that their cover photo was
artwork?  Or just a "retouched" photo?
    It's caused a mini-scandal that may make tomorrow's NEW YORK POST.
