HEADLINE: Rights Group Finds Racism in Dump Siting

BYLINE: Michael Weisskopf, Washington Post Staff Writer

Commercial facilities for the disposal of toxic industrial wastes
have been concentrated in areas with relatively large minority
populations, demonstrating a pattern of "environmental racism," a
civil rights group charged yesterday. An 18-month survey by the
United Church of Christ's Commission for Racial Justice concluded
that in deciding where to put the nation's 415 federally approved
disposal facilities, race was a "more prominent factor" than the
household income of nearby residents, the value of their homes or the
number of owner-occupied residences.
