These are synonymous AFAIK. Quick Web search shows both. Columbia
Encyclopedia at Bartleby.com for "hoof and mouth disease" says "see foot
and mouth disease".

These are NOT related to "hand, foot and mouth disease" which is a viral
disease with a rash, common among children.
