************************FELLOWSHIP ANNOUNCEMENT**********************

The International Research & Exchanges Board (IREX) is pleased to announce
an open competition for the Regional Scholar Exchange Program (RSEP) for
citizens of the United States. Deadline for application submission: *
January 15, 2002.*

US RSEP, a program of the Bureau of Educational and Cultural Affairs, US
Department of State, and administered by IREX, provides opportunities for
junior and mid-level university faculty, researchers, scholars, and advanced
graduate students from the US to conduct research in the New Independent
States (NIS) for a period of up to nine months with the goal of contributing
to the further development of higher education and scholarship in their home
and host countries.

This is a fully funded fellowship, covering travel, housing, stipend,
medical insurance, and a collaborative research allowance. Participants may
travel to one or more of the 12 NIS countries, including: Armenia,
Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyz Republic, Moldova, Russian
Federation, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.

All applications must contain developed and focused research proposals, and
all proposals must demonstrate relevance to the political, economic, social,
legal, educational, historical, cultural, and/or philosophical challenges
facing the NIS. Research proposals must address one of the eligible topics
listed below.

At the time of the deadline, applicants should:
* Be a US citizen;
* Hold a degree of PhD or equivalent or be working towards a PhD    degree;
* Possess a level of proficiency in the written and spoken language of the
host country adequate to conduct independent research and engage colleagues.
