P.S.

It should be said that the OED doesn't connect "bargaining chip" with
"chit", but doesn't suggest any specific context for how a "chip" as
a marker (chip 1, sense 2d) might have come to be used in this
context.  I'd think "when the chips are down" and "cash in one's
chips" are definitely poker/gambling terms.
