See the ADS-L archives for my 10 November 2000 post on "oyster bar" and
"oyster cocktail" (San Francisco, 1866?). The following credit of "inventor
of the oyster cocktail" is dubious, but this restaurateur probably
popularized it.
From the NEW YORK TIMES, 25 March 1941, pg. 23:

      _AL LEVY_
_Inventor of the Oyster Cocktail_
   _Began Business With Pushcart._
LOS ANGELES, March 24--Al Levy, the basis of whose success as a Los
Angeles and Hollywoof restaurateur was the introduction of the oyster
cocktail, which was followed by the oyster loaf, died today at the age of 81
after undergoing an operation.
Caterer to theatre and opera followers in earlier years, Mr. Levy in
recent times operated restaurants in downtown Los Angeles and in the film
colony.
Born in Liverpool in 1860, Levy was educated in Dublin, and in 1885 came
to Los Angeles, then a village. Starting out with a two-wheeled pushcart, he
soon popularized the oyster cocktail, and was able to open an oyster house.
Later he went into the restaurant business.
He leaves a widow, a son, Robert, who will carry on the business, and a
grandson. Mr. and Mrs. Levy celebrated their golden wedding anniversary six
years ago.
