Probably it occurred to many people simultaneously. I thought of it right away. A search of the web shows that the first "911" call was made in Haleyville, Alabama, on February 16, 1968. The call was made between two congressmen; the "911" system had been discussed in 1967. Anybody want me to find earlier? Hm, maybe a JSTOR search....
