Shadow Government

Since 1990 the District of Columbia has been electing "Shadow Senators,"
using the term in the UK sense. Presumably if DC ever gets statehood, the
shadow senators would become real ones.

Unlike the DC Delegate in the House of Representatives, the shadow senators
have no offical status (delegates from DC and territories have committee
assignments and debate privileges but no vote on the House floor).

'Shadow cabinet' is used in the UK to refer to the Tories who are in the
complementary positions to the Labour cabinet.  Not in NODE or AHD4.  But
you can see the current shadow cabinet at:

This seems quite a different use of 'shadow' than in the US 'shadow
government'.
