Here's an earlier citation (the context is missile defense rather than
antiterrorism, but I think the usage is essentially the same):

1985 _Defense & Foreign Affairs_ Dec. [article beginning on page 17]
US homeland defense prospects will diminish dramatically as long as Soviet
ICBMs and SLBMs continue to proliferate, because they could overload
almost any system.
