well regulated

I am a middle school teacher who has been reading about the Bill of
Rights.  An article I read asserts that in the 1700s and 1800s in
America "well regulated" meant running smoothly or adjusted properly, not
controlled by law.  (This was in reference to a well regulated militia in
the second amendment.)
Can any of you help verify this for me?  I don't exactly trust
professional historians to tell me how the meaning of words have changed
over time.
