conscience raising

i came across this on rec.gardens just now:
   Fortunately, many, many people in my age bracket 45-50 are coming into
   this age from growing up in the 60s, where conscience raising was
prevalent.

surely this started out as "consciousness raising".  but now i see
hundreds of examples from google.

this is something that could easily have been an intentional coining or
an unconscious (!) reshaping, and in either case it could have happened
many times independently.
