The earliest Google Group hit is from 27 May 1989 (quoting a 19 May message
that doesn't appear in the archive): 27 May 1989, sci.med, Re:
Antidepressants for Panic?, "There has been some attempt to redress this
legislatively via "orphan drug" laws, but the applicability is quite
restricted."

I'm pretty sure this can be antedated pretty easily.
