slang from Punk Magazine

If indeed it is flogging, one possible longer form is "flogging the bishop"
according to data one of my grad students collected this semester.

How about "flagging" = 'raising the flag on the pole'?  Similar sort of
motion, although a bit of a stretched metaphor.
