        The same joke was used in Pogo, by Miz Beaver IIRC, and that likely would have been some years prior to the use in B.C. (although the strips did overlap for a few years).  The cartoonists' conflation of "perfect 36" and bust-waist-hips measurements suggests to me that they, at least, did not think of "perfect 36" as referring to a bust measurement, as that would have made for a lame joke.

Let's see if I can remember this correctly. There is a B.C. strip in
which the Fat Broad describes herself as a perfect 36: 36-36-36.
