Who says this?

Yesterday on BBC a newsreader giving a financial report spoke, e.g.,  ".3 %
of ....... "  as "point three of a percent of...." over  and over (with
appropriate numerical variation).
It fell so oddly on my ear that I can't believe I've ever heard it in
either Brit or No Am English  before.
Anyone know this usage?
