counterfeiter's slang again

It could be either way. The counterfeit bills may have been all $5 bills
but "queers" may still refer to dollars. Then it would be natural for the
number of queers to always be a multiple of 5.

In those days a counterfeit $1 or $5 bill would have been reasonable, AFAIK.

I'm curious about why "co[g]niac[ker]". Does anybody know? Speculations are
readily available as usual.
