It seems to have started in the Marines in the '50s or '60s.

Does anyone know whether "hard charger" started out as a car-racing term ("one
who greatly improves his position") or got there from more general use
("aggressive personality")? Evidence I find -- and early 1990s is the first --
is ambiguous. It seems to crop up with some frequency military talk. Early
