"By" = "Until"--(syntactic blend?)

I wonder if there's a sort of false transitivity assumed here.  In German-influenced English, "till" and sometimes "until/'til" are used in place of "by the time that":  "She'll need to get new glasses till school starts," and such like.  For some, the semantic lines between "by" and "until" may be blurrier than others of us realize!
