1844 Rufus Choate _Speech of Mr. Choate of Massachusetts upon the subject
of protecting American labor by duties on imports : delivered in the
Senate of the United States, On the 12th and 15th of April, 1844_ 39
(Making of the Modern Economy)  That is the wisest nation which the most
adequately comprehends the degree, the permanence, the nature of the
change, and first places itself at the head of the great industrial
revolution.

Glasgow had, no less than Manchester, entered into the spirit of this
