I don't believe that Klingon proverb is from the television series. It may
be from one of the Star Trek novels.

The quote in the original series was:

SCOTTY: "There's an old, old saying on Earth, Mr. Sulu. Fool me once, shame
on you. Fool me twice, shame on me."

CHEKOV: "I know this saying. It was invented in Russia."
