"meant to have"

The American writer, Elizabeth George, who  writes police/detective novels
laid in England, uses this particular phrase so frequently,  and to the
exclusion of other ways of expressing her meaning, that it stands out as a
sort of "Look Ma! No hands!" notice that she *gets* this peculiar
Britishism. "See? I *do* know what I'm doing!"
