Quoted in a letter to the editor of the Boston Globe, 3/11/07, in re
arguments against the setting up of a new, Soviet-style (my
chracterization) "domestic intelligence service" and attributed to
William J. Bratton:

"If the problem before Sept. 11, 2001, was that the right hand didn't
know what the left hand was doing, how would a third hand help?"
