Yes. In the US in academic circles we often speak of an "arm's length reviewer," I.e., someone who can review the file of a candidate for tenure etc but who has only very limited profession contact with her.

In the UK, "arms-length body" is such a common term that it has its
own abbreviation. So you might read about ALBs created for this-or-
that purpose.
