Mosey on up to Quebec and you will see the $ after the number most of the
time. And, since I happen to know (see my email address) that a lot of
gambling spam comes from Quebec, that is at least one of the answers.

I began noticing it, online only, just within the past four years or so.  I
associate it with non-native speakers, but of course I'm an optimist.
