The Yale Book of Quotations has "Nostalgia isn't what it used to be"
attributed to Peter de Vries in July 1964.

Oxford Dictionary of Quotations has the phrase in 1978:
Nostalgia isn't what it used to be.
graffito; taken as title of book by Simone Signoret, 1978

Here is a version in 1963 with a prepended word:

Pittsfield, Massachusetts. (NewspaperArchive)

Even nostalgia isn't what it used to be.
 - Peter de Vries, novelist.

Bonus citation on the topic of nostalgia and the London humor magazine Punch.

Survey, Page 102, Volume 23, Number 93, George Routledge & Sons, Ltd,

"Punch is not what it used to be," we hear people grumble every day.
"No," replied a witty contributor; "but then Punch never has been what
it used to be." The memory, in short, is a sieve through which the
pains, annoyances, and boredoms of the past slip easily away, while
its pleasures are retained and glorified.
