"C" = 'is'?

In USAToday today there is a photograph of a group of women holding up a sign in French in which a symbol that looks like a "C" (but with right angles instead of curves) clearly means 'est' (translated as "is" in the caption). What is the origin of this symbol? Is it used in any language except French? I know "c" as a shorthand symbol meaning 'with' (which is what it means in Russian as well).
