Mid-forty-ish, white speaker"

"... a lawyer abusing his power [jn order] to _reach_ havoc!"

Millions of Google hits, but, to the extent that a rapid scan of such
a large number of examples can mean anything, this use is relatively
rare. There're rock groups, street gangs, and examples of "... havoc
... reach ..." included, but my scan found only "reach [a street gang
named] Havoc, reach [the cut entitled] 'Havoc'," etc.

All say, "How hard it is that we have to die!"––a strange complaint to
come from the mouths of people who have had to live.
