It's one of the traditional features of the US Midlands and is especially common in Western PA and Ohio.
Murray, Frazer, and Simon had an article on it in American Speech in 1996, and it's also discussed by Murray and Simon in their contribution to the book _Language Variation and Change in the American Midland_.

    The standard cadence would be "that needs painting" or "that needs
to be painted,"
but I've come across "a house that needs painted." Is this a feature of
a particular
region? Can someone shed light on the practice?
