12,000 sites attribute these words to Thomas Carlyle:

"War is a quarrel between two thieves too cowardly to fight their own
battle; therefore they take boys from one village and another village,
stick them into uniforms, equip them with guns, and let them loose
like wild beasts against each other."

In fact, these are Emma Goldman's words, in  _Anarchism and Other
Essays_ (N.Y.: Mother Earth, 1910), p. 139, interpreting nearly two
densely printed pages of _Sartor Resartus_ (1831-34).
