Orthographic reform as a national priority, an ADS responsibility

WB: In Taiwan, elementary school students learn English using phonics;
middle school students learn & use "KK" (an IPA-based phonemic system based
on the old Kenyan & Knott dictionary). All EFL dictionaries use KK, and
usually add "DJ" as well (Daniel Jones' IPA-based inventory for RP). What
EFL dictionary does not use IPA?
