Perhaps, as Bill suggested, it needs to be paired with Clapper's
"least untruthful" testimony. (When asked if the NSA collects data on
ordinary Americans, he responded "No, sir" and "There are cases where
they could inadvertently perhaps collect, but not wittingly.")
