Apparently there are some people associated with newspapers who provided microfilm to Google for scanning who are upset that they don't have good access to the scans.  The issue shows up in threads from this search:

However, someone named "Stacie C." at Google has stated several times in the last few months that some level of functionality will be restored.

So there's that.
