 From an interview with a UN Commissioner that I heard on NPR or BBC, 
it's a matter of law:

If the countries call these folks refugees, which many actually are, the 
people are entitled to certain rights under UN and EU laws; if they're 
just economic migrants, then, nope.

Hence the avoidance of the term "refugee."
