Am I missing something, or has the archaic word "fisc" had a resurgence?

Cheap oil is still supporting the fisc, but impact is fading elsewhere

Congress has also imposed a far lower spending path than anyone expected
after the stimulus blowout of 2009-2010... But imagine where the fisc would
be with Nancy Pelosi in charge?

I don't mean the Foreign Intelligence Surveillance Court. I believe the
French still use it to mean "Treasury", but I am seeing it in English.
