[Ads-l] Q: What is a "transitional verb"?

Elsewhere, two different persons have written:

(1)  A transitional verb , which is what "desegregation" is defined as by
dictionary references, is a part of speech that describes interrupted
action.  [I think one can safely ignore the assertion that "desegregation" is a verb.]

(2)  A transitional verb takes the form "was going", "was doing", etc.

Any truth to the above?  Is "transitional verb" the usual term for something, and if so what?
