Definitely, despite Jon.  After walking between the two line of concrete lane barriers, the entourage steps over one of those two lines and walks up a slight hill to (I think) a walkway.

Trump, his security detail, and his posse clearly step up several steps - to the second road that is maybe 4-5 feet higher than where they started.  The image from a helicopter looking straight down makes everything look flat.  But if you look at the shot moments before they walk through the barrier, you can see the frontage road is on an incline - starting from about road level - up to an overpass.  Where they cross the "berm" - it is several feet higher than the highway.
