The technology website Ars Technica recently published an article that
discussed the growth of the recharging infrastructure for electric
vehicles (EVs). The author noted that some garages have set aside
carefully marked parking slots that are dedicated to the recharging
needs of EVs. Unfortunately, conventional cars with internal
combustion engines (ICEs) are sometimes parking in these slots and
blocking access to these public chargers.

The article used the phrase: "ICEing out the public chargers".

Just a random Saturday in Washington, DC. Fourteen of the 18 public
chargers at this garage were ICE'd out. Not cool.

As for that problem of conventional cars ICEing out the public
chargers? It will probably take until the mid-2020s before there are
enough EVs out there for everyone to finally get the message that it's
not cool to ICE out drivers who need a charge.
