I received request from Finland to examine the saying in the subject
line which appeals to people who enjoy rewriting manuscripts.

The earliest match I found appeared in a newspaper essay by popular
playwright Steele MacKaye on July 28, 1889. The first line said:

[Begin excerpt]
Plays are not written—they are rewritten.
[End excerpt]
