She's too new on the scene to be included in the VOA's pronunciation guide (
https://pronounce.voanews.com/), but the VOA announcers follow the "talib"


And you can hear Tlaib herself pronounce her name as "talib" early on in
this video:


(She's just "Rashida" in her campaign commercials.)
