[Ads-l] European Union [urine-peein' ...]

Does anyone remember which president or presidential candidate inadvertently referred (in a speech? or maybe a debate?) to “the Urine peoples”?  “Urine-peein’ union” does seem to have more of a phonetic motivation—and if it’s Fox News, maybe a semantic one to boot.
