Not in the English OLD, and only permabull is in Wiktionary (https://en.wiktionary.org/wiki/permabull <https://en.wiktionary.org/wiki/permabull>): (finance, informal) A financial pundit who is permanently bullish on the stock market.

The “informal” label and “pundit” part both seem wrong to me.
