Hmmm.  I’m not parsing it that way.  A more standard version is

"You’re never too important to be kind/nice”

To be too important to be kind to others (i.e. so important that you’re not kind) is a Bad Thing, and the source of the quote here is saying nobody should be guilty of that kind of Bad Thing.  Or consider

A:  He thinks he’s too important to be kind to others.
B:  That {arrogant twerp/asshole}!  Nobody’s too important to be kind to others.
