That list of phonetic names looks a little like VOA phonetics, which, since the VOA is an official dept of the gov, is the official phonetics of USA , I suppose.  I call it cap-dash notation.   VOAspel is a little different   https://justpaste.it/voaspel   I wonder why they don't use it.
