My son's school has sent out emails about the upcoming school year.  They initially will require the use of face masks, but hope to be able to go to gaiters.
I wasn't familiar with the term.  The wikipedia article on Neck Gaiters is useful: https://en.wikipedia.org/wiki/Neck_gaiter

The OED entry for "gaiter" refers only to coverings for the ankle and lower leg, with no reference to the neck.
