Thanks, Herb,   Wwithout looking into it, I can't fascinate a "rounded ~ch" or a velarized ~ool.  Also, unlike ~chooldrin, the word "chilly" is not pronounced ~choolee but ~chilee, or it might be ~chelee out west where you can hear ~sex for "six" and ~kedz for "kids" and perhaps ~wool for "will".  I think they don't like the "short i" sound.   Tthis goes for the "awe" sound as well, where "talk" becomes "tock".

There are two factors affecting the vowel in "children."  First <ch> is rounded in English.  Second  the /l/ is postvocalic, so in  American English it's velarized, which means the back of the tongue is raised into the position for the "short oo" vowel.  Between these two factors the <i> is inevitably going to sound like "oo."
