I don't think I can send to the ADS-L listserv but I'm pretty sure Stephen is correct that mantle is being used in this case as a word for climbing

specifically in climbing it is used to describe the move from being parallel to a vertical surface to pulling yourself up over it, e.g., climbing over the top of a fence
