The Week magazine for Nov. 12 (p.14):  ". . . [T]his new pipeline will not provide additional gas volumes--it will only substitute existing supply routes."

The context implies that Vladimir Putin is being quoted (or his translator), though the point is very unclear: it seems unlikely that Putin would acknowledge the purported fact.
