Greetings;

Here is the link for information on one of the Arabic Proficiency
Tests,  which was developed by Professor Rammuny and  is available at
the Center for Applied Linguistics.

Speaking, the administration of the Oral Proficiency Interview can be
arranged through ACTFL (The American Council for the Teaching of
Foreign Languages).

The U.S. Government has several of these tests  (e.g. the Foreign
Service Institute  (FSI),  the Defense Language Proficiency Test among
others) but as far as I know,  they are not available to use outside
of government circles.
