Hi Brian,
with my Jpn keyboard, I have problems with the quot marks, too.

F2 shift+"  produces ”   U+201D  
 but
F2 +"  produces ˌ   U+02C0

I am talking about typing in Latin script mode.
(for Kana Kanji mode we can use the Jpn quot marks with the automatic conversion, so there is no problem).
